BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES March 3, 2020 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, March 3, 2020, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 665 (S-1) (Sen. Victory) with recommendation and immediate effect. 2. Testimony regarding SB 781 (Sen. Ananich), SB 782 (Sen. Bullock), SB 783 (Sen. Runestad), SB 784 (Sen. Theis), SB 785 (Sen. Zorn) and SB 786 (Sen. Wojno). The Chair called the meeting to order at 3:03 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from February 25, 2020. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 665: Julie Wendt, Liquor Control Commission – Neutral The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 665. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Theis to report the (S-1) version of SB 665 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno Nays: None Page 1 of 2 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 665 (S-1). Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding SB 781, SB 782, SB 783, SB 784, SB 785 and SB 786: Paul Weisberger, Wild Bill's Tobacco – Support Andrew Schepers, American Cancer Society Cancer Action Network – Oppose Ken Fletcher, American Lung Association – Oppose The Chair invited the following individuals to present testimony regarding SB 783, SB 785 and SB 786: Emily Schwarzkopf, Michigan Department of Health and Human Services – Neutral The Chair invited the following individuals to present testimony regarding SB 784: Emily Schwarzkopf, Michigan Department of Health and Human Services – Oppose The Chair invited the following individuals to present testimony regarding SB 781: Paul Connors and Sal Gaglio, Michigan Department of Treasury – Neutral The Chair invited the following individuals to present testimony: Korey Zelda, Michigan Youth – Neutral Julian Warren, Michigan Youth – Support The Chair invited the following individuals to present testimony: Ronald L.
