BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES March 4, 2020 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, March 4, 2020, at 2:00 p.m., in the Harry T. Gast Senate Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 592 (Sen. McBroom) to the floor with recommendation that it pass. 2. Reported SB 799 (Sen. McBroom) to the floor with recommendation that it pass. 3. Reported HB 4908 (Sen. Whitsett) to the floor with recommendation that it pass. The Chairman called the meeting to order at 2:10 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman entertained a motion by Sen Bumstead, supported by Sen. Barrett, to adopt the committee meeting minutes from February 26, 2020. Without objection, the minutes were adopted. The Chairman invited Sen. McBroom to summarize SB 592 for the committee. The Chairman read the cards of those individuals not wishing to testify regarding SB 592: Bree Anderson & Anthony Estell, DTMB – Neutral At 2:13 p.m., Sen. Schmidt left the meeting. Next, the Chairman invited Sen. McBroom to summarize SB 799 for the committee. The Chairman read the cards of those individuals not wishing to testify regarding SB 799: Craig Brunet, DNR – Support (S-2) The Chairman entertained a motion from Sen. Bizon, supported by Sen. Stamas, to adopt the (S-2) version to SB 592. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The substitute was adopted. At 2:17 p.m., Sen. Schmidt returned to the meeting. The Chairman entertained a motion from Sen. Outman, supported by Sen. Bizon, to report SB 592 (S-2) to the floor with recommendation that it be passed. The vote was as follows: Page 1 of 2 Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The bill was reported. The Chairman entertained a motion by Sen LaSata, supported by Sen. Bumstead to recommend immediate effect for SB 592 (S-2). Without objection, immediate effect was recommended. Next, the Chairman made a motion, supported by Sen. Bumstead, to adopt the (S-2) version to SB 799. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The substitute was adopted. The Chairman entertained a motion from Sen. MacDonald, supported by Sen. Victory, to report SB 799 (S- 2) to the floor with recommendation that it be passed. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The bill was reported. The Chairman entertained a motion by Sen Hertel, supported by Sen. Nesbitt to recommend immediate effect for SB 799 (S-2). Without objection, immediate effect was recommended. Next, the Chairman invited Mark Garcia, of the Michigan State Housing Development Authority, to present testimony in support of HB 4908. Will Mosey from the Michigan State Housing Development Authority helped answer questions regarding HB 4908. The Chairman read the cards of those individuals not wishing to testify regarding HB 4908. Tabitha Zimny, Michigan Mortgage Lenders Association – Support Micah Babcock, SBAM - Support Jessica AcMoody, CEDAM – Support Sandy Pearson, Habitat for Humanity – Support Jen Rigterink, MML – Support The Chairman entertained a motion from Sen. Schmidt, supported by Sen. MacGregor, to report HB 4908 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: Sen.(s) Nesbitt and Runestad The bill was reported. The Chairman entertained a motion by Sen Victory, supported by Sen. LaSata, to recommend immediate effect for HB 4908. Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Bumstead, supported by Sen. Schmidt, to adjourn the committee.
