BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES March 4, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, March 4, 2020, at 8:00 a.m., in the 1300 Room of the Binsfeld Building. The agenda summary is as follows: 1. Testimony regarding HB 5401 (Rep. Eisen). 2. Testimony regarding HB 5402 (Rep. Eisen). 3. Testimony regarding HB 5463 (Rep. Lilly). 4. Presentation from the Michigan Department of Natural Resources regarding law enforcement issues related to hunting. The Chair called the meeting to order at 8:02 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion from Sen. Bumstead to adopt the committee meeting minutes from February 26, 2020. Without objection, the minutes were adopted. The Chair invited Rep. Eisen to summarize HB's 5401 – 5402 for the committee. Member questions followed. The Chair invited the following individuals to present testimony regarding HB's 5401 - 5402: Artie Bryson, Clay Township Supervisor – support. Member questions followed. The Chair invited Rep. Lilly to summarize HB 5463. Member questions followed. The Chair invited the following individuals to present testimony regarding HB's 5401 – 5402 and HB 5463: Craig Brunet, Michigan Department of Natural Resources – support. Member questions followed. Lt. Tom Wanless, Michigan Department of Natural Resources – support. Member questions followed. The Chair read the cards of those individuals not wishing to present testimony regarding HB's 5401 – 5402 and HB 5463: Deena Bosworth, Michigan Association of Counties – support. Tom Frazier, Michigan Townships Association - support. Blaine Koops, Michigan Sheriffs Association – support. Herasanna Richards, Michigan Municipal League – support. Bret Marr, Michigan Boating Industries Association – neutral. The Chair recognized Sen. Lauwers and Rep. Cole were in attendance for the hearing. The Chair recognized citizens attending the hearing remotely from Escanaba, Michigan. The Chair invited Steve Burton, Assistant Chief, Michigan Department of Natural Resources Law Enforcement and Craig Brunet, Legislative Liaison, Michigan Department of Natural Resources to testify before the committee on law enforcement issues related to hunting. Member questions followed. There being no further business before the committee, the Chair entertained a motion by Sen. Schmidt to adjourn the committee.
