BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES March 5, 2020 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, March 5, 2020, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4816 (S-1) (Rep. Iden) with recommendation and immediate effect. 2. Reported SB 812 (Sen. Horn) with recommendation and immediate effect. The Chair called the meeting to order. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from February 20, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of HB 4816. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding HB 4816 and (S-1): Jon Rooks, Parkland Properties – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4816(S-1): Brett Marr, Michigan Restaurant and Lodging Association – Support Joe Agostinelli, Southwest Michigan First – Support The Chair entertained a motion by Sen. VanderWall to report HB 4816 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss. Nays: None Page 1 of 2 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4816(S-1). Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding SB 812: Stephanie Glidden and Teresa Burns, Michigan Unemployment Insurance Agency – Support Delaney McKinley, Michigan Manufacturers Association – Support Wendy Block, Michigan Chamber of Commerce – Support Amy Upton, Michigan Nursery and Landscape Association – Neutral The Chair entertained a motion by Sen. Theis to report SB 812 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 812. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
