BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES March 5, 2020 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, March 5, 2020, at 1:15 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 417 (S-2) (Sen. Lucido) with recommendation and immediate effect. 2. Reported SB 418 (S-1) (Sen. MacDonald) with recommendation and immediate effect. 3. Testimony regarding SB 630 (S-2) (Sen. Bizon). The Chair called the meeting to order at 1:17 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. MacDonald to adopt the meeting minutes from February 27, 2020. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 417 and SB 418: Sabrina Kerr, Michigan Department of Health and Human Services, Bureau of EMS, Trauma, and Preparedness – Neutral The following cards were read of those individuals not wishing to testify before the committee regarding SB 417 and SB 418: Christine Shearer, Michigan Association of Health Plans – Support Sen. MacDonald offered and (S-2) version of SB 417 and an (S-1) version of SB 418. Page 1 of 3 The Chair invited Sen. MacDonald to summarize the substitute versions of SB 417 and SB 418. The Chair entertained a motion by Sen. MacDonald to adopt the (S-2) version of SB 417. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. MacDonald to report the (S-2) version of SB 417 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 417 (S-2). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. MacDonald to adopt the (S-1) version of SB 418. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. MacDonald to report the (S-1) version of SB 418 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Bizon to adopt the (S-2) version of SB 630.
