BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES March 12, 2020 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, March 12 , 2020, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 221 (Sen. Lucido). 2. Testimony regarding SB 611 (Sen. MacGregor). 3. Reported SB 718 (Sen. MacGregor) with recommendation and immediate effect. 4. Reported SB 761 (S-1) (Sen. VanderWall) with recommendation. 5. Reported SB 535 (S-2) (Sen. Lucido) with recommendation and immediate effect. The Chair called the meeting to order at 8:35 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen (s). VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from March 5, 2020. Without objection, the minutes were adopted. The Chair summarized SB 221. The Chair invited the following individual to present testimony regarding SB 221: Carl Marlinga, Citizen - Support The Chair invited Sen. MacGregor to summarize SB 611. The Chair invited the following individual to present testimony regarding SB 611: Lance Warner, Kent District Library – Support Debbie Mikula, Michigan Library Association - Support The cards were read of those individuals not wishing to testify before the committee regarding SB 611: Kat Kerns, Michigan Association of Media in Education - Support Tracy Aldrich, Ruth Hughes Memorial Library – Support Shawn Anday, Superiorland Library Co-Op – Support Carol Dave, Lakeland Library Co-Op – Support Larry Wagnaar, Cultural Advocacy Network – Support Kate VanAuken, White Pines Library Co-Op – Support Andrea Ingmire, Peter White Library – Support Sheila Bissonette, Harrison District Library - Support The Chair brought up SB 718. The Chair entertained a motion by Sen. VanderWall to report SB 718 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnson and Runestad . Nays: Sen (s) Chang and Irwin The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 718. Without objection, immediate effect was recommended. The Chair brought up SB 761 and invited Sen. Runestad to summarize his (S-1) version. The cards were read of those individuals not wishing to testify before the committee regarding SB 761 : Lt. Edward Chicko, Wayne County Airport Police – Support Thomas Zahina, Wayne County Airport Authority – Support The Chair entertained a motion by Sen. Runestad to adopt the (S-1) version of SB 761. The vote was as follows: Yeas: Sen (s). VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None Pass: Chair Lucido The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. VanderWall to report SB 761 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Sen (s). VanderWall, Barrett, Johnson, Runestad and Chang Nays: Sen. Irwin Pass: Chair Lucido The motion prevailed and the bill was reported. The Chair summarized SB 535 and the (S-2). At 9:38 a.m., Sen. Irwin left the meeting and did not return. The Chair invited the following individuals to present testimony regarding SB 535: Kathy Hagenian, Michigan Coalition to End Domestic & Sexual Violence – Oppose The Chair entertained a motion by Sen. Barrett to adopt the (S-2) version of SB 535. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnson and Runestad Nays: None Pass: Sen. Chang The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Barrett to report SB 535 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnson and Runestad Nays: None Pass: Sen. Chang The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 535. Without objection, immediate effect was recommended.
