- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, December 11, 2025 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Absent: None. Excused: None. Representative Outman moved to adopt the meeting minutes from November 06, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4492 before the committee: HB 4492 (Rep. Mueller) A bill to amend 2018 PA 337, entitled "Improved workforce opportunity wage act," by amending section 4d (MCL 408.934d), as amended by 2025 PA 1. The following person submitted a card in support of HB 4492, but did not wish to speak: Scott Ellis, representing the Michigan Licensed Beverage Association. Representative St. Germaine moved to report out HB 4492 with recommendation. The motion prevailed 7-0-4: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: None. Pass: Reps. Grant, Brixie, Tate and Coffia. The Chair laid HB 4510 and HB 4511 before the committee: HB 4510 (Rep. Schuette) A bill to amend 1965 PA 314, entitled "Public employee retirement system investment act," (MCL 38.1132 to 38.1141) by adding section 19c. HB 4511 (Rep. Posthumus) A bill to prohibit the banning, provision of permitting or licensure requirements, or provision of other impairments of or for the holding of digital assets; to prohibit the advocacy or support through certain actions by certain state governmental officers and entities of a central bank digital currency by the United States government; to prohibit the imposition of prohibitions on the operation of certain nodes related to blockchain protocols, certain transfers of digital assets on blockchain protocols, or the participation in staking on certain blockchain protocols; to prohibit certain civil liability; and to provide for the powers and duties of certain state and local governmental officers and entities. The following person submitted a card in opposition to HB 4510 and HB 4511, but did not wish to speak: Mary Pollock, representing the Michigan State Employee Retirees Association. Representative Bohnak moved to adopt substitute (H-2) to HB 4510. The motion prevailed 8-0-3: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine and Brixie. Nays: None. Pass: Reps. Grant, Tate and Coffia. Representative Bohnak moved to report out HB 4510 with recommendation, as substitute (H-2). The motion prevailed 7-1-3: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: Rep. Brixie. Pass: Reps. Grant, Tate and Coffia. Dee Jones, representing Parti.com, testified in support of HB 4511. Representative DeBoyer moved to report out HB 4511 with recommendation. The motion prevailed 7-1-2: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: Rep. Brixie. Pass: Reps. Grant and Tate. There being no further business before the committee, Chair Hoadley adjourned the meeting at 10:46 AM.
