BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3760 FAX: (517) 373-8661 COMMITTEE MEETING MINUTES May 6, 2020 A meeting of the Senate Committee on Environmental Quality was scheduled for Wednesday, May 6, 2020, at 9:00 a.m., in the Harry T. Gast Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported HB 5496 (Rep. Howell) with recommendation and immediate effect. The Chair called the meeting to order at 9:01 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, Bayer and Brinks, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from February 25, 2020. Without objection, the minutes were adopted. The Chair invited Mike Goschka, from Rep. Howell's office, to summarize HB 5496. The Chair invited Rob Lee, of DTE Energy, to further summarize HB 5496. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5496: Department of Environment, Great Lakes, and Energy – Support Thomas Gilpin, Michigan Sierra Club – Neutral Nick Occhipinti, Michigan League of Conservation Voters – Neutral Charlotte Jameson, Michigan Environmental Council – Neutral Jason Greer, Michigan Chamber – Support Winston Feeheley, DTE – Support Cathy Wilson, Consumers Energy – Support Page 1 of 2 The Chair entertained a motion by Sen. VanderWall to report HB 5496 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, Bayer, and Brinks Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5496. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
