BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES May 13, 2020 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, May 13, 2020, at 11:00 a.m., in the Senate Hearing room of the Boji Tower. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2020-3. 2. Adopted Legislative Transfer Request 2020-4. 3. Reported SB 690 (S-2) with recommendation and immediate effect. The Chairman called the meeting to order at 11:00 a.m. and held the committee at ease. The Chairman called the meeting back to order at 11:05 a.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Nesbitt, to excuse absent members from the committee meeting. Without objection, Sen. MacDonald was excused. The Chairman entertained a motion by Sen. Bizon, supported by Sen. Victory, to adopt the committee meeting minutes from March 11, 2020 and March 17, 2020. Without objection, the committee meeting minutes were adopted. Next, the Chairman invited Chris Harkins, Director of the Senate Fiscal Agency, to summarize Legislative Transfer Request 2020-3 for the committee. Joe Carrasco, of the Senate Fiscal Agency provided additional information regarding Legislative Transfer Request 2020-3. The Chairman entertained a motion from Sen. Barrett, supported by Sen. Bumstead, to adopt Legislative Transfer Request 2020-3. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The Legislative Transfer Request 2020-3 was adopted. Next, the Chairman invited Chris Harkins, Director of the Senate Fiscal Agency, to summarize Legislative Transfer Request 2020-4 for the committee. Page 1 of 2 Josh Sefton, of the Senate Fiscal Agency provided additional information regarding Legislative Transfer Request 2020-4. The Chairman entertained a motion from Sen. Barrett, supported by Sen. Bumstead, to adopt Legislative Transfer Request 2020-4. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The Legislative Transfer Request 2020-4 was adopted. Next, the Chairman summarized SB 690 and the (S-4) version for the committee. Chris Harkins and Kathryn Summers of the Senate Fiscal Agency provided additional information regarding SB 690 (S-2). The Chairman held the committee at ease from 11:30 a.m. – 11:32 a.m. The Chairman entertained a motion from Sen. Bizon, supported by Sen. MacGregor, to adopt the (S-2) version of SB 690. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The (S-2) version of SB 690 was adopted. The Chairman made a motion, supported by Sen. Bumstead, to report SB 69 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The bill was reported. The Chairman entertained a motion by Sen Barrett, supported by Sen. Outman, to recommend immediate effect for SB 690 (S-2). Without objection, immediate effect was recommended. There being no further business before the committee, the Chairman entertained a motion by Sen. LaSata, supported by Sen. Nesbitt, to adjourn the committee.
