- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES Thursday, December 11, 2025 9:00 AM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative VanderWall moved to adopt the meeting minutes from November 13, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 423 before the committee: SB 423 (Sen. Chang) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending sections 78g and 78q (MCL 211.78g and 211.78q), section 78g as amended by 2020 PA 256 and section 78q as amended by 2020 PA 33. Senator Chang and Representative Myers-Phillips testified in support of SB 423. Questions and discussion followed. Alan Fox, representing the Michigan Association of County Treasurers, testified in support of SB 423. Questions and discussions followed. James Berry, representing the Wayne County Treasurer, testified in support of SB 423. Questions and discussions followed. Peter Morman, representing the Department of Treasury, testified in support of SB 423. Brad Ward, representing Michigan Realtors, testified in support of SB 423. Deena Bosworth, representing the Michigan Association of Counties, testified in support of SB 423. Todd Skowronski, representing the Community Associations Institute, testified in support of SB 423. The Chair laid HB 5234 before the committee: HB 5234 (Rep. BeGole) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 217c (MCL 257.217c), as amended by 2022 PA 224. Representative Harris moved to adopt substitute (H-1) to HB 5234. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Pass: None. Representative Harris moved to report out HB 5234 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Pass: None. There being no further business before the committee, Chair BeGole adjourned the meeting at 9:36 AM.
