BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES June 11, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Thursday, June 11, 2020, at 8:30 a.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported SB 779 (S-2) (Sen. McBroom) with recommendation and immediate effect. 2. Testimony regarding HB 4567 (Rep. O'Malley). 3. Testimony regarding HB 4568 (Rep. Wendzel). 4. Testimony regarding HB 4569 (Rep. Lilly). The Chair called the meeting to order at 8:36 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair offered, and summarized, an (S-2) version of SB 779. The Chair entertained a motion by Sen. Bumstead to adopt the (S-2) version of SB 779. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bumstead to report the (S-2) version of SB 779 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None Page 1 of 3 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 779 (S-2). Without objection, immediate effect was recommended. The Chair invited Rep. Lilly to summarize HB 4569. The Chair invited Rep. Wendzel to summarize HB 4568. The Chair invited Eric Chappell, of Rep. O'Malley's office, to summarize HB 4567. Questions followed from the Chair for Rep. Lilly. The Chair invited the following individuals to present testimony regarding HB 4567, HB 4568 and HB 4569 via a Zoom meeting:  Division Chief Jim Dexter, DNR Fisheries Division – no position. Member questions followed.  Lt. Terry Short, DNR Law Enforcement Division – no position. Member questions followed. The Chair requested more information be provided to the members. Due to time constraints, the following individuals were unable to present testimony regarding HB 4567, HB 4568, and HB 4569:  Chairman Aaron Payment, Soo Tribe – no position.  Amber Peterson, Peterson Fisheries of Muskegon – oppose.  Dennis VanLandschoot, VanLandschoot & Sons of Munising – oppose.  Amy Trotter, Michigan United Conservation Clubs – support.  Bryan Burroughs, Trout Unlimited – support.  Dennis Eade, Michigan Steelhead, Salmon Fisherman's Association – support.  Floyd Dropps, Upper Peninsula Sportsmen's Alliance – support.  Bill Winowiecki, Michigan Charter Boat Association – support. The following cards were turned in of those individuals not wishing to present testimony regarding HB 4567, HB 4568, and HB 4569:  Sean Hammond, Michigan Environmental Council – support.  Chad Tokowicz, American Sportfishing Association – support.
