BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1777 FAX: (517) 373-5871 COMMITTEE MEETING MINUTES June 18, 2020 A meeting of the Senate Committee on Agriculture was scheduled for Thursday, June 18, 2020, at 8:30 a.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 850 (S-5) (Sen. Lauwers) and SB 852 (S-5) (Sen. Lauwers) 2. Reported SB 850 (S-5) (Sen. Lauwers) with recommendation and immediate effect 3. Reported SB 852 (S-5) (Sen Lauwers) with recommendation and immediate effect. The Chair called the meeting to order. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki and Brinks, a quorum was present. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from May 27, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Lauwers to adopt the (S-5) version of SB 850. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the (S-5) was adopted. The Chair entertained a motion by Sen. Victory to adopt the (S-5) version of SB 852. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the (S-5) was adopted. The Chair invited the following individuals to testify on SB 850 (S-5) and SB 852 (S-5): Nathan Kark, MDARD Legislative Liaison – support Craig VanBuren, MDARD Lab Director – support Michael Philip, MDARD Pesticide and Plant Pest Management Director – support Maria Tyszkiewicz, MDARD Budget Director – support The Chair red the cards of those individuals not wishing to testify before the committee regarding SB 850 (S-5) and SB 852 (S-5): Rebecca Parks, Michigan Farm Bureau - support Page 1 of 2 The Chair entertained a motion by Sen. Lauwers to report the (S-5) version of SB 850 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 850 (S-5). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Victory to report the (S-5) version of SB 852 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki, and Brinks. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 852 (S-5). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
