BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES June 17, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, June 17, 2020, at 8:30 a.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 4567 (Rep. O'Malley). 2. Testimony regarding HB 4568 (Rep. Wendzel). 3. Testimony regarding HB 4569 (Rep. Lilly). The Chair called the meeting to order at 8:31 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Schmidt to adopt the meeting minutes from March 11, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Outman to adopt the meeting minutes from June 11, 2020. Without objection, the minutes were adopted. The Chair invited Rep. Cambensy to testify before the committee regarding HB' 4567, 4568 and 4569. A PowerPoint presentation was given and a Legislative Service Bureau research document was shared. Member questions and discussion followed regarding previous workgroups on the bills, the consent decree, opinions within the local community, effects on local business's such as fish markets and restaurants. The Chair invited Jim Dexter, Fisheries Division Chief, Michigan Department of Natural Resources and Lt. Terry Short, Michigan Department of Natural Resources Law enforcement Division to respond to member questions via Zoom. Member questions and discussion followed regarding funding for fish stocking such as Page 1 of 2 lake trout stocking in great lakes and inland lakes and other fish stocking, current condition of the great lakes, water quality, industrial and recreational activities on the great lakes, invasive species, white fish levels, cooperation of states boarding the great lakes, fishing rules for commercial and recreational fishers, consent decree, fishing net violations The Chair invited Aaron Payment, Chairman of the Sault Ste. Marie Tribe of Chippewa Indians to testify before the committee via Zoom. Member questions and discussion followed regarding executive orders, commercial fishing, tribal fishing, consent decree, fishing law enforcement, fishing net violations, House of Representative commercial fishing work groups, Due to time constraints, the following individuals were unable to present testimony regarding HB 4567, HB 4568, and HB 4569:  Amber Peterson, Peterson Fisheries of Muskegon – oppose.  Dennis VanLandschoot, VanLandschoot & Sons of Munising – oppose.  Amy Trotter, Michigan United Conservation Clubs – support.  Bryan Burroughs, Trout Unlimited – support.  Dennis Eade, Michigan Steelhead, Salmon Fisherman's Association – support.  Floyd Dropps, Upper Peninsula Sportsmen's Alliance – support.  Bill Winowiecki, Michigan Charter Boat Association – support. There being no further business before the committee, the Chair entertained a motion by Sen. Bumstead to adjourn the committee at 9:41 a.m. Without objection, the committee was adjourned.
