BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES June 18, 2020 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, June 18, 2020, at 1:00 p.m., in the Senate Hearing Room of the Boji Tower. The agenda summary is as follows: 1. Reported SB 826 (Sen. VanderWall) with recommendation and immediate effect. 2. Reported HB 4217 (S-3) (Rep. Bellino) with recommendation as substituted and immediate effect. 3. Testimony regarding SB 956 (Sen. Lucido). The Chair called the meeting to order at 1:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from June 11, 2020. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 826: Mark McWilliams, Michigan Protection and Advocacy Service – Oppose Matt Black, Michigan Academy of Family Physicians – Support Evie Zois Sweeney, American Nurses Association - Michigan – Support The Chair entertained a motion by Sen. Theis to report SB 826 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. Page 1 of 3 The Chair made a motion to recommend immediate effect for SB 826. Without objection, immediate effect was recommended. The Chair invited Grant Meade, of Rep. Bellino's office, to summarize HB 4217. Sen. Johnson offered an (S-2) version of HB 4217. The Chair invited Sen. Johnson to summarize the (S-2) version of HB 4217. Sen. Bizon offered a Bizon amendment to the (S-2) version of HB 4217. The Chair invited Sen. Bizon to summarize the Bizon amendment to the (S-2) version of HB 4217. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4217: Amy Drumm, Michigan Retailers Association – Support Joel Kurzman, National Association of Chain Drug Stores – Support Heather Nicholoff, Michigan Council of Nurse Practitioners – Support Michigan Pharmacists Association – Support Sarah Hubbard, Walgreens – Support The Chair entertained a motion by Sen. Johnson to adopt the Bizon amendment #1 to the (S-2) version of HB 4217. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Johnson to adopt the (S-2) version of HB 4217 as amended. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bizon to report HB 4217, as amended, as a clean substitute (S-3), to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. Page 2 of 3 The Chair made a motion to recommend immediate effect for HB 4217 (S-3). Without objection, immediate effect was recommended. The Chair invited Sen.(s) Lucido and Bizon to summarize SB 956. The Chair invited the following individuals to present testimony regarding SB 956: Dr. Rebecca Washington Copf, Citizen – Support Michelle Strickler, Citizen – Support Elizabeth Hertel, Michigan Department of Health and Human Services – No Position The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. MacDonald was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
