- HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCE REP. MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, December 16, 2025 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Young and Paiz. Absent: Reps. Neeley and Breen. Excused: Reps. Neeley and Breen. Representative Frisbie moved to adopt the meeting minutes from December 09, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5318 before the committee: HB 5318 (Rep. Frisbie) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending sections 4o and 4q (MCL 205.54o and 205.54q), section 4o as amended by 2018 PA 249 and section 4q as amended by 2018 PA 530. Representative Frisbie, joined by Tim Poxson, representing the American Legion Department of Michigan, testified in support of HB 5318. Questions and discussion followed. The Chair laid HB 5256 before the committee: HB 5256 (Rep. Tisdel) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2025 PA 24. Representative Young testified in support of the proposed substitute (H-3) for HB 5256. Representative Young moved to adopt substitute (H-3) to HB 5256. The motion did not prevail 3-8-1: UNFAVORABLE ROLL CALL Yeas: Reps. Hoskins, Young and Paiz. Nays: Reps. Tisdel, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona and Schuette. Pass: Rep. Frisbie. The following person submitted a card in opposition to HB 5256, but did not wish to speak: Sean Sorenson-Abbott, representing the Michigan Department of Treasury. Representative Aragona moved to report out HB 5256 with recommendation. The motion prevailed 9-1-3: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona and Schuette. Nays: Rep. Paiz. Pass: Reps. Hoskins, Tyrone Carter and Young. Representative Hoskins moved to excuse Representatives Breen and Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
