BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1636 FAX: (517) 373-1453 COMMITTEE MEETING MINUTES June 24, 2020 A meeting of the Senate Committee on Elections was scheduled for Wednesday, June 24, 2020, at 1:30 p.m., in the Harry T. Gast Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 977 (Sen. Daley) with recommendation and immediate effect. 2. Reported SB 978 (Sen. Daley) with recommendation and immediate effect. The Chair called the meeting to order at 1:33 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Johnson, Sen.(s) McBroom, Lucido, VanderWall, and Wojno, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from June 9, 2020. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 977 and SB 978: Sen. Kevin Daley – Support Lisa Posthumus Lyons, Kent County – No Position Kathy Funk, Flint Township – No Position Susan Nash, City of Livonia – No Position Dar Leaf, Barry County – No Position Sheila Reitz, Buchanan Township – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 977 and SB 978: Bill Zaagman, Michigan Association of Municipal Clerks – Support Bill Zaagman, Michigan Association of County Clerks – Support Due to time constraints, the following individuals were unable to present testimony regarding SB 977 and SB 978: Justin Roebuck, Ottawa County – Support Chris Swope, City of Lansing – Support Page 1 of 2 Adam Reames, Michigan Department of State – Support At 2:35 p.m., the Chair recessed the committee. At 3:29 p.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. VanderWall to report SB 977 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, Lucido, VanderWall, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 977. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Lucido to report SB 978 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, Lucido, VanderWall, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 978. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
