BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES July 22, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, July 22, 2020, at 8:00 a.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 4567 (Rep. O'Malley). 2. Testimony regarding HB 4568 (Rep. Wendzel). 3. Testimony regarding HB 4569 (Rep. Lilly). 4. Testimony regarding HB 4792 (Rep. LaFave). The Chair called the meeting to order at 8:02 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair summarized the day's agenda. The Chair entertained a motion by Sen. Schmidt to adopt the meeting minutes from June 24, 2020. Without objection, the minutes were adopted. The Chair invited Dennis VanLandschoot and Amber Peterson, both representing commercial fishing, to testify before the committee via Zoom regarding HB's 4567, 4568 and 4569. Member questions and discussions followed regarding quotas, fish species, stocking and funding of restocking, DNR research, sport fishers, live trap nets, loose net issues, declining numbers of commercial fishers, tribal fishers, transportation, manpower, enforcement officers. The Chair recessed the committee from 9:31 a.m. to 9:43 a.m. to allow members of the Appropriations Committee members to attend the scheduled meeting. The Chair read the card of the individual not wishing to testify before the committee regarding HB's 4567-4569: Jacquie Gnodtke Blackwell - Oppose The Chair invited Rep. LaFave to summarize HB 4792. Member questions and discussion followed. The Chair invited Derek Sova, Departmental Analyst, Office of Policy and Legislative Affairs, LARA and Kevin Sehlmeyer State of Michigan Fire Marshal to testify in opposition to HB 4792. Member questions and discussion followed concerning number of drive-off's, gas station fires related to unattended pumping, safety equipment required. The Chair invited the following individual to present testimony regarding HB 4792: Scott Robbins, Michigan Forest Products Council - Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4792: Peter Langley, American Petroleum Institute of Michigan – Oppose Matt Miner, Midwest Independent Retailers Association – Oppose Due to time constraints, the following individuals were unable to testify before the committee regarding HB 4792: Brad Van Manen, Van Manen Petroleum Group – Oppose Mark Griffin, Michigan Petroleum Association – Oppose There being no further business before the committee, the Chair moved to adjourn the committee at 9:58 a.m. Without objection, the committee was adjourned.
