BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES July 23, 2020 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, July 23, 2020, at 8:30 a.m., in room 1100 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5859 (S-1) (Rep. Green) with recommendation and immediate effect. 2. Reported HB 5488 (Rep. Lightner) with recommendation and immediate effect. 3. Reported SB 221 (Sen. Lucido) with recommendation and immediate effect. 4. Reported SB 681 (Sen. Irwin) removed from the agenda. 5. Reported SB 682 (Sen Lucido) removed from the agenda. The Chair called the meeting to order at 8:31 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen (s). VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from June 24, 2020. Without objection, the minutes were adopted. The Chair summarized the day's agenda and announced SB's 681 – 682 were removed from the days agenda. The Chair brought up HB 5859 (S-1) and invited Rep. Green to summarize the bill. The Chair invited the following individuals to present testimony via Zoom regarding HB 5859 (S-1): Judge David Clabuesch, Huron County – Support The cards were read of those individuals not wishing to present testimony regarding HB 5859 (S-1): Cami Pendell, State Court Administrative Office - Support The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of HB 5859. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnston, Runestad, Chang and Irwin Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. VanderWall to report the HB 5859 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnston, Runestad, Chang and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 5859 (S-1). Without objection, immediate effect was recommended. The Chair invited Rep. Lightner to summarize HB 5488. The cards were read of those individuals not wishing to present testimony regarding HB 5488: Meghann Keit, Michigan Association of Counties - Support The Chair entertained a motion by Sen. Barrett to report the HB 5488 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnston and Runestad Nays: Sen.(s). Chang and Irwin The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 5488. Without objection, immediate effect was recommended. The Chair summarized SB 221. The Chair entertained a motion by Sen. Barrett to report the SB 221 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnston, Runestad, Chang and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 221. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
