BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES July 23, 2020 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, July 23, 2020, at 1:00 p.m., in the Senate Hearing Room, Ground Floor, Boji Tower. The agenda summary is as follows: 1. Reported SB 855 (S-1) (Sen. Daley) with recommendation and immediate effect. 2. Reported SB 809 (Sen. Stamas) with recommendation and immediate effect. 3. Testimony regarding HB 5482 (Rep. Schroeder). The Chair called the meeting to order at 1:23 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Santana, and Wojno, a quorum was present. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Hertel was excused from the meeting. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from June 23, 2020. Without objection, the minutes were adopted. The Chair invited Rep. Schroeder to summarize HB 5482. The Chair offered, and summarized, an (S-1) version to SB 855. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 855: Sherri Boyd, The Arc of Michigan – Support Page 1 of 3 The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of SB 855. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bizon to report the (S-1) version of SB 855 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 855 (S-1). Without objection, immediate effect was recommended. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 809: Holly Pendell, National Multiple Sclerosis Society – Support The Chair entertained a motion by Sen. LaSata to report SB 809 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 809. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding HB 5482: Scott Beckman, Rockford Public Schools – Support Katie Anderson, Citizen – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5482: Jeff Cobb, Michigan Association of School Boards – Support Paul Liabenow, Michigan Elementary and Middle School Principals Association – Support Caroline Liethen, Michigan Department of Education – Support Page 2 of 3 There being no further business before the committee, the Chair moved to adjourn the committee.
