BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 **DRAFT** COMMITTEE MEETING MINUTES September 1, 2020 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Tuesday, September 1, 2020, at 12:30 p.m., in room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported SB 111 (S-2) (Sen. Lucido). 2. Reported SB 865 (Sen. Lucido) with recommendation and immediate effect.. 3. Testimony regarding SB 289 (Sen. Hertel). 4. Testimony regarding SB 290 (Sen. Lucido). 5. Testimony regarding SB 291 (Sen. Bizon). The Chair called the meeting to order at 12:33 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen (s). VanderWall, Barrett, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from July 29, 2020. Without objection, the minutes were adopted. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Johnson was excused from the meeting. The Chair brought up SB 111 (S-1) and summarized the bill. The Chair invited the following individuals to present testimony regarding SB 111: Marlon Brown, LARA – Oppose The cards were read of those individuals not wishing to present testimony regarding SB 111: Sarah Waun, Michigan State Medical Society - Oppose Sen. Chang offer an (S-2) version of SB 111 and summarized the substitute. The Chair entertained a motion by Sen. Chang to adopt the (S-2) version of SB 111. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Chang and Irwin Nays: Sen. Runestad The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. VanderWall to report SB 111 (S-2), to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett and Chang Nays: None Pass: Sen(s). Runestad and Irwin The motion prevailed and the bill was reported. The Chair brought up SB 865 and summarized the bill. The cards were read of those individuals not wishing to present testimony regarding SB 865: Kimberly Buddin, ACLU of Michigan – Support The Chair entertained a motion by Sen. Barrett to report SB 865, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Runestad, Chang and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 865. Without objection, immediate effect was recommended. The Chair brought up SB's 289, 290 and 291 and invited Sen.(s) Hertel and Bizon to summarize the bills. The Chair invited the following individuals to present testimony regarding SB's 289 - 291: Erica Hammel, Citizen – Support Christyne Kadlitz, Citizen – Support The cards were read of those individuals not wishing to present testimony regarding SB's 289 - 291: Kathy Hagenian, MI Coalition to End Domestic & Sexual Violence – Oppose Kimberly Buddin, ACLU of Michigan – Oppose Josh Hoe, Safe and Just Michigan – Oppose John Cooper, Safe ad Just Michigan – Oppose The cards were read of those individuals not wishing to present testimony regarding SB's 289 and 290: Algeria Wilson, National Association of Social Workers – Oppose Noah Smith, Criminal Defense Attorneys of Michigan – Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
