BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 **DRAFT** COMMITTEE MEETING MINUTES September 9, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, September 9, 2020, at 8:30 a.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 4792 (S-1) (Rep. LaFave). 2. Reported HB 4336 (Rep. LaFave) with recommendation and immediate effect. 3. Testimony regarding HB 4313 (Rep. Howell). The Chair called the meeting to order at 8:43 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair summarized the day's agenda. The Chair entertained a motion by Sen. Bumstead to adopt the meeting minutes from September 2, 2020. Without objection, the minutes were adopted. The Chair brought up HB 4792 and offered an (S-1) version. There were no questions or testimony to the bill or the substitute. The Chair entertained a motion by Sen. Bumstead to adopt the (S-1) version of HB 4792. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the (S-1) was adopted. The Chair offered amendment #1 to HB 4792 and summarized the amendment. There were no questions to the amendment. The Chair entertained a motion by Sen. Bumstead to adopt the McBroom amendment #1 to the (S-1) version of HB 4972. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the amendment was adopted. The Chair brought up HB 4332. There were no questions or testimony to the bill. The Chair entertained a motion by Sen. Schmidt to report HB 4332 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman and Schmidt Nays: Sen. McCann The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4332. Without objection, immediate effect was recommended. The Chair brought up HB 4313. The Chair invited the following individuals to present testimony HB 4313: Ian Fitzgerald, Michigan United Conservation Clubs – Support. Member questions followed. Bill VanderZouwen, Pheasants Forever – Support. Lyle Jaworski, Michigan Game Breeders – Support. Member questions followed.
