CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES Wednesday, December 17, 2025 9:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Absent: Reps. Whitsett and Neeley. Excused: Reps. Whitsett and Neeley. Representative Thompson moved to adopt the meeting minutes from December 10, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 413 before the committee: SB 413 (Sen. Wojno) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 18221, 18223, 18233, and 18237 (MCL 333.18221, 333.18223, 333.18233, and 333.18237), section 18221 as amended by 2006 PA 395, section 18223 as amended by 2018 PA 24, section 18233 as amended by 1994 PA 234, and section 18237 as amended by 1998 PA 496. Bill Drake, representing the Office of Senator Wojno, joined by Teresa Goscicki, representing the Michigan Psychological Association Master's Committee, testified in support of SB 413. Questions and discussion followed. Mary Clark, representing the Michigan Psychological Association Master's Committee, testified in support of SB 413. Questions and discussions followed. Thompson) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16204, 16344, 18701, 18703, 18707, and 18709 (MCL 333.16204, 333.16344, 333.18701, 333.18703, 333.18707, and 333.18709), section 16204 as amended by 2005 PA 273 and sections 16344, 18701, 18703, 18707, and 18709 as added by 2004 PA 3, and by adding sections 18710 and 18712. Representative Thompson, joined by Steven Hamick and Nicholas Prush, representing the Michigan Society for Respiratory Care, testified in support of HB 5150. Questions and discussion followed. Borton) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16653 (MCL 333.16653), as added by 2018 PA 463, and by adding section 16650. The following person submitted a card in support of HB 4910, but did not wish to speak: Mark Ashley, representing Delta Dental. Representative Bohnak moved to adopt substitute (H-1) to HB 4910. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Nays: None. Pass: None. Representative DeBoer moved to report out HB 4910 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Nays: None. Pass: None. The Chair laid HB 4932 before the committee: HB 4932 (Rep. Cavitt) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 17731 (MCL 333.17731), as amended by 2014 PA 285. Representative Cavitt testified in support of HB 4932. Questions and discussion followed. The following person submitted a card in support of HB 4932, but did not wish to speak: Griff Drew, representing the Michigan Department of Licensing and Regulatory Affairs. The Chair laid a presentation on Sleep Deprivation before the committee. Dr. Vishaz Saini, 2024 President of the Michigan Academy of Sleep Medicine, joined by Dr. Hanne Hoffmann, representing Michigan State University, and Dr. Lily Yau, representing Michigan State University Psychology, gave a presentation on Sleep Deprivation. Questions and discussion followed. Representative Prestin moved to excuse Representatives Whitsett and Neeley from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair VanderWall adjourned the meeting at 10:28 AM.
