BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3760 FAX: (517) 373-8661 **DRAFT** COMMITTEE MEETING MINUTES September 10, 2020 A meeting of the Senate Committee on Environmental Quality was scheduled for Thursday, September 10, 2020, at 9:00 a.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported HB 4454 (Rep. C. Johnson) with recommendation and immediate effect. 2. Reported SB 1080 (Sen. Outman) with recommendation and immediate effect. The Chair called the meeting to order at 9:04 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, Bayer, and Brinks, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from July 28, 2020. Without objection, the minutes were adopted. The Chair invited Rep. C. Johnson to summarize HB 4454. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4454: Michigan Department of Environment, Great Lakes and Energy – Support Tom Frazier, Michigan Townships Association – Support John Lindley, Michigan Manufactured Housing, RV and Campground Association – Support Joe Fedewa, Michigan League of Conservation Voters – Support The Chair recessed the committee from 9:17 a.m. to 9:19 a.m. The Chair summarized SB 1080. Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB 1080: Stacy Hissong, Michigan Association of County Drain Commissioners – Support Dave Kepler, Four Lakes Task Force – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1080: Michigan Department of Environment, Great Lakes and Energy – Support Midland Business Alliance – Support Ryan Tarrant, Bay Area Chamber of Commerce – Support Jeff Stoutenburg, Dow – Support John Lindley, Great Lakes Bay Regional Alliance – Support The Chair entertained a motion by Sen. Daley to report HB 4454 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, VanderWall, Bayer, and Brinks Nays: Sen. McBroom Pass: Sen. Johnson The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4454. Without objection, immediate effect was recommended. The Chair recessed the committee from 9:35 a.m. to 9:37 a.m. At 9:45 a.m., Sen. McBroom left the meeting. The Chair entertained a motion by Sen. VanderWall to report SB 1080 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, Bayer, and Brinks Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1080. Without objection, immediate effect was recommended.
