The agenda summary is as follows: 1. Reported SB 1094 (S-1) (Sen. Lucido) with recommendation and immediate effect. 2. Reported SB 1021 (S-1) (Sen. Schmidt) with recommendation and immediate effect. 3. Reported HB 5827 (Rep. Sheppard) with recommendation and immediate effect. 4. Testimony regarding SB 813 (Sen. Ananich). 5. Testimony regarding HB 5178 (Rep. Vaupel). 6. Testimony regarding HB 5832 (Rep. Whiteford). The Chair called the meeting to order at 11:07 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from September 10, 2020. Without objection, the minutes were adopted. The Chair invited Sen. Lucido to summarize SB 1094. The Chair offered an (S-1) version to SB 1094 and invited Sen. Lucido to summarize to the (S-1) version. At 11:25 a.m., Sen. Johnson left the meeting. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1094: AARP Michigan – Neutral Sen. Brinks offered the Brinks amendment #1 to the (S-1) version of SB 1094. The Chair invited Sen. Brinks to summarize the Brinks amendment #1 to the (S-1) version of SB 1094. Page 1 of 4 The Chair entertained a motion by Sen. Brinks to adopt the Brinks amendment #1 to the (S-1) version of SB 1094. The vote was as follows: Yeas: Sen.(s) Brinks, Hertel, Santana, and Wojno Nays: Chair VanderWall, Sen.(s) Bizon, LaSata, MacDonald, and Theis The motion failed and the amendment was not adopted. Sen. Hertel offered the Hertel amendment #2 to the (S-1) version of SB 1094. The Chair invited Sen. Hertel to summarize the Hertel amendment #2 to the (S-1) version of SB 1094. The Chair entertained a motion by Sen. Hertel to adopt the Hertel amendment #2 to the (S-1) version of SB 1094. At 11:40 a.m., Sen. Johnson entered the meeting. The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of SB 1094. The Chair entertained a motion by Sen. LaSata to report the (S-1) version of SB 1094 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, and Theis Nays: Sen. Hertel Pass: Sen.(s) Brinks, Santana, and Wojno The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1094 (S-1). Without objection, immediate effect was recommended. The Chair offered an (S-1) version to SB 1021. The Chair invited Sen. Schmidt to summarize the (S-1) version of SB 1021. LaSata to report HB 5827 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported.
