BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 FAX: (517) 373-2964 COMMITTEE MEETING MINUTES September 22, 2020 A meeting of the Senate Committee on Families, Seniors, and Veterans was scheduled for Tuesday, September 22, 2020, at 8:00 a.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 1090 (S-1) (Sen. Bizon) with recommendation and immediate effect. 2. Reported SB 1091 (S-1) (Sen. Bizon) with recommendation and immediate effect. 3. Reported SB 983 (Sen. MacGregor) with recommendation and immediate effect. 4. Reported SB 1006 (S-2) (Sen. Ananich) with recommendation and immediate effect. The Chair called the meeting to order at 8:02 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Bizon, Sen.(s) Barrett, Runestad, Johnson, Zorn, Bullock and Alexander, a quorum was present. The Chair entertained a motion by Sen. Zorn to adopt the minutes from September 9, 2020. Without objection, the minutes were adopted. The Chair offered and summarized (S-1) to SB 1090 and (S-1) to SB 1091. The Chair entertained a motion by Sen. Bullock to adopt the (S-1) version of SB 1090. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Zorn, Bullock, and Alexander. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Alexander to report the (S-1) version of SB 1090 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Zorn, Bullock, and Alexander. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1090. Without objection, immediate effect was recommended. Page 1 of 3 The Chair entertained a motion by Sen. Alexander to adopt the (S-1) version of SB 1091. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Zorn, Bullock, and Alexander. Nays: None The motion prevailed and the (S-1) was adopted. At 8:07 a.m., Sen. Jim Runestad entered the meeting. The Chair entertained a motion by Sen. Zorn to report the (S-1) version of SB 1091 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Runestad, Zorn, Bullock, and Alexander. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1091. Without objection, immediate effect was recommended. The Chair invited Senator Pete MacGregor to summarize SB 983. The Chair entertained a motion by Sen. Barrett to report SB 983 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Runestad, and Zorn. Nays: Sen.(s) Bullock. Pass: Sen.(s) Alexander. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 983. Without objection, immediate effect was recommended. At 8:18 a.m., Sen. Ruth Johnson entered the meeting. The Chair invited Senator Jim Ananich to summarize (S-2) to SB 1006. Zorn to adopt the (S-2) version of SB 1006. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Runestad, Johnson, Zorn, Bullock, and Alexander. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bullock to report the (S-2) version of SB 1006 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Zorn, Bullock, and Alexander. Nays: Sen.(s) Barrett and Runestad. Pass: Sen.(s) Johnson. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1006. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
