BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES September 23, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, September 23, 2020, at 8:00 a.m., in Room 1100 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4792 (S-1) (Rep. LaFave) with recommendation and immediate effect. 2. Reported HB 4313 (S-1) (Rep. Howell) with recommendation and immediate effect. The Chair called the meeting to order at 8:08 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Schmidt to adopt the meeting minutes from September 9, 2020. Without objection, the minutes were adopted. The Chair summarized the days' agenda. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4792: Juan Escareno, Midwest Independent Retailers Association – Opposed. The Chair moved to reconsider the vote by which the (S-1) version of HB 4792, as amended was adopted. Seeing no objection, the vote will be reconsidered. The Chair moved to reconsider the vote by which the McBroom amendment #1 to HB 4792 (S-1) was adopted. Seeing no objection, the vote will be reconsidered. The Chair entertained a motion by Sen. Outman to adopt the McBroom amendment #1 to the (S-1) version of HB 4792. The vote was as follows: Yeas: None Nays: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann The motion prevailed and the amendment was not adopted. The Chair entertained a motion by Sen. Bumstead to adopt the (S-1) version of HB 4972. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bumstead to report HB 4792 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman and Schmidt Nays: Sen. McCann The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4792 (S-1). Without objection, immediate effect was recommended. The Chair brought up HB 4313. The Chair entertained a motion by Sen. Outman to adopt the (S-1) version of HB 4313. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bumstead to report HB 4313 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4313 (S-1). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair entertained a motion by Sen. McCann, to adjourn the meeting at 8:17 a.m. Without objection, the committee was adjourned.
