BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES September 24, 2020 A meeting of the Senate Committee on Local Government was scheduled for Thursday, September 24, 2020, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 4030 (Rep. Allor). 2. Testimony regarding SB 1108 (Sen. Theis). 3. Testimony regarding HB 5197 (Rep. Maddock). 4. Testimony regarding HB 5198 (Rep. Maddock). 5. Reported SB 719 (S-2) (Sen. Lucido) with recommendation and immediate effect. The Chair called the meeting to order at 1:35 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss, a quorum was present. The Chair entertained a motion by Sen. Alexander to adopt the meeting minutes from February 13, 2020. Without objection, the minutes were adopted. The Chair invited Jesse Osmer, of Rep. Allor's office to summarize HB 4030. The cards were read of those individuals who did not wish to testify regarding HB 4030: Judy Allen, Michigan Townships Association - Support The Chair brought up SB 1108. The Chair invited the following individuals to present testimony regarding SB 1108: Jennifer Rigterink, Michigan Municipal League, via Zoom – Support Jennifer Smith, Michigan Association of School Boards - Support The cards were read of those individuals who did not wish to testify regarding SB 1108: Meghann Keit, Michigan Association of Counties – Support Ben Bodkin, Oakland Community Health Network – Support Judy Allen, Michigan Townships Association - Support The Chair invited Rep. Maddock to summarize HB's 5197 – 5198. The Chair invited the following individuals to present testimony regarding HB 5197-5198: David Scott, Commerce Township Supervisor, via video - Support The cards were read of those individuals who did not wish to testify regarding HB 5197-5198: Judy Allen, Michigan Townships Association – Support HB 5197 The Chair offered (S-2) to SB 719, and invited Justin Carpenter, of Sen. Lucido's office to summarize SB 719 (S-2). The Chair entertained a motion by Sen. Johnson to adopt the (S-2) version of SB 719. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Johnson to report SB 719 (S-2) to the floor with recommendation that is pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley and Alexander Nays: Sen. Moss The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 719 (S-2). Without objection, immediate effect was recommended.
