Gast Appropriations Room. The agenda summary is as follows: 1. Reported HB 5575 (Rep. Cole) with recommendation and immediate effect. 2. Testimony regarding SB 910 (Sen. Victory). 3. Testimony regarding SB 863 (Sen. Lucido). 4. Reported HB 4159 (S-1) (Rep. Iden) with recommendation and immediate effect. 5. Reported SB 1054 (Sen. Schmidt) with recommendation and immediate effect. 6. Reported SB 1097 (Sen. Schmidt) with recommendation and immediate effect. The Chair called the meeting to order at 12:03 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, MacGregor, Lauwers, Schmidt, LaSata, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. MacGregor to adopt the meeting minutes from September 10, 2020. Without objection, the minutes were adopted. The Chair invited Representative Cole to summarize House Bill 5575 The Chair invited the following individuals to present testimony regarding HB 5575: Joel Boussert, Stonehenge Capital – Support Greg Bird, Michigan Economic Development Corporation – Neutral The Chair entertained a motion by Sen. VanderWall to report HB 5575 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Lauwers, Schmidt, LaSata, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. Page 1 of 3 The Chair made a motion to recommend immediate effect for HB 5575. Without objection, immediate effect was recommended. The Chair invited Senator Victory to summarize Senate Bill 910. The Chair invited the following individuals to present testimony regarding HB 4159: Travis Boeskool, Department of Environment, Great Lakes and Energy – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4159: Bill Jackson, City of Grand Rapids – Support Rusty Merchant, Economic Development Leaders for Michigan – Support July Allen, Michigan Township Association – Support The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of HB 4159. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Lauwers, Schmidt, LaSata, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Schmidt to report the (S-1) version of HB 4159 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Lauwers, Schmidt, LaSata, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4159. Without objection, immediate effect was recommended. The Chair invited Senator Schmidt to summarize SB 1054. The Chair invited the following individuals to present testimony regarding SB 1054: Kim Lupini – Opposed Tom Marriott, Oceana Beach Association – Support Goeff Hansen, Mainstreet Legislative Consultants – Support The Chair entertained a motion by Sen. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1097. Without objection, immediate effect was recommended.
