BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7708 FAX: (517) 373-1450 COMMITTEE MEETING MINUTES September 29, 2020 A meeting of the Senate Committee on Energy and Technology was scheduled for Tuesday, September 29, 2020, at 2:00 p.m., in the Senate Hearing Room, Ground Floor, Boji Tower. The agenda summary is as follows: 1. Reported HB 4288 (Rep. Hoitenga), as amended, with recommendation and immediate effect. 2. Testimony regarding SB 1133 (Sen. McBroom). The Chair called the meeting to order at 2:25 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lauwers, Sen.(s) Horn, LaSata, Nesbitt, Barrett, Bumstead, Outman, McCann, Brinks and McMorrow, a quorum was present. The Chair entertained a motion by Sen. Horn to adopt the meeting minutes from September 23, 2020. Without objection, the minutes were adopted. The Chair invited the State Representative Michelle Hoitenga to summarize HB 4288. The Chair invited following individuals to present testimony regarding HB 4288: Tom Frazier, Michigan Township Association – Oppose Matt Groen, Michigan Cable Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4288: Jeff Cobb, Michigan Association of School Boards – Oppose Michael Watza, Kitch Attorneys and Counselors – Oppose Meghann Keit-Corrion, Michigan Association of Counties – Oppose John LaMacchia, Michigan Municipal League – Oppose Jennifer Greenburg, Telecom Association of Michigan – Support Bob Stewart, Frontier Communications – Support Dave Worthams, Michigan Manufacturers Association – Support Mike Alaimo, Michigan Chamber of Commerce – Support Gavin Goetz, AT&T Michigan – Support Matt Groen, Michigan Cable Association - Support Mackinac Center for Public Policy, Mackinac Center for Public Policy – Support Page 1 of 2 The Chair entertained a motion by Sen. Nesbitt to adopt the Nesbitt amendment #1 to HB 4288. The vote was as follows: Yeas: Chair Lauwers, Sen.(s) LaSata, Nesbitt, Barrett, Bumstead, and Outman. Nays: Sen.(s) Horn and Brinks. Pass: Sen.(s) McCann and McMorrow. The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Horn to report HB 4288, as amended, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lauwers, Sen.(s) Horn, LaSata, Nesbitt, Barrett, Outman, and McCann. Nays: Sen.(s) Bumstead. Pass: Sen.(s) Brinks and McMorrow. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4288. Without objection, immediate effect was recommended. The Chair invited Paul Burns, of Senator McBroom's office to summarize SB 1133. The Chair invited the following individuals to present testimony regarding SB 1133: Wayne Kohley, Michigan Propane and Gas Association – Support Nathan Kark, MDARD – Oppose James Clift, EGLE – Oppose Abigail Wallace, Michigan Environmental Council – Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
