BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES September 30, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, September 30, 2020, at 8:30 a.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 922 (Sen. McBroom). 2. Testimony regarding SB 923 (Sen. McBroom). 3. Testimony regarding SB 1120 (Sen. McBroom). 4. Reported SB 1121 (Sen. McBroom) with recommendation. The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Bumstead to adopt the meeting minutes from September 23, 2020. Without objection, the minutes were adopted. The Chair brought up SB's 922 - 923 and SB 1120 and summarized the bills. The Chair invited John Gilbert of Escanaba, Michigan to testify regarding SB's 922 - 923 and SB 1120 via Zoom. Member questions followed. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB's 922 - 923 and SB 1120: Thomas Dunn, American Motorcyclist Association – Oppose SB 922-923 George Lindquest, UP Whitetails of Marquette County – Support SB 923 Bill Flory, Michigan Association for Justice – Oppose SB 1120 Todd Tennis, Negligence Section of the State Bar of Michigan – Oppose SB 1120 The Chair invited the following individuals to present testimony regarding SB's 922 - 923 and SB 1120 via Zoom: Craig Brunet, Michigan Department of Natural Resources – Oppose SB 922 -923 Lt. Tom Wanless, MI Department of Natural Resources Law Enforcement – Oppose SB 922-923 Member questions followed. The Chair brought up SB 1121 and summarized the bill. Member questions followed. The Chair read the cards of those individuals not wishing to present testimony regarding SB 1121: Travis Boeskool, MI Department of Environment, Great Lakes and Energy – Support The Chair entertained a motion by Sen. Outman to report SB 1121 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair entertained a motion by Sen. Bumstead, to adjourn the meeting at 9:02 a.m. Without objection, the committee was adjourned.
