- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, December 18, 2025 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie and Tate. Absent: Rep. Coffia. Excused: Rep. Coffia. Representative Bohnak moved to adopt the meeting minutes from December 11, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 27 before the committee: SB 27 (Sen. Klinefelt) A bill to amend 2006 PA 317, entitled "An act to create certain entities in the Michigan strategic fund; to impose certain duties and responsibilities on those entities and on certain state employees and public employees; and to repeal acts and parts of acts," by amending section 2 (MCL 125.1972), as amended by 2010 PA 337. Collin Fowler, representing the Office of Senator Klinefelt, testified in support of SB 27. Representative Brixie explained the proposed substitute (H-1) for SB 27. Representative Brixie moved to adopt substitute (H-1) to SB 27. The motion did not prevail 3-6-0: UNFAVORABLE ROLL CALL Yeas: Reps. Grant, Brixie and Tate. Nays: Reps. Hoadley, Bohnak, Outman, Harris, BeGole and St. Germaine. Pass: None. Representative DeBoyer moved to report out SB 27 with recommendation. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie and Tate. Nays: None. Pass: None. The Chair laid HB 5168 and HB 5169 before the committee: HB 5168 (Rep. Snyder) A bill to amend 1937 PA 94, entitled "Use tax act," (MCL 205.91 to 205.111) by adding section 4mm. HB 5169 (Rep. Meerman) A bill to amend 1933 PA 167, entitled "General sales tax act," (MCL 205.51 to 205.78) by adding section 4mm. Representative Snyder and Representative Meerman testified in support of HB 5168 and HB 5169. Questions and discussions followed. Jennifer Owens, representing Lakeshore Advantage, testified in support of HB 5168 and HB 5169. Scott Corrin, representing the Dairy Farmers of America, testified in support of HB 5168 and HB 5169. Questions and discussions followed. Sheila Burkhardt and Joe Diglio, representing the Michigan Milk Producers Association, testified in support of HB 5168 and HB 5169. Stephanie Szymas, representing the Michigan Agri-Business Association. Christine Simon, representing the Grand Rapids Chamber of Commerce. John Boothroyd, representing the Michigan Sugar Company. Jason Wadaga, representing the Michigan Dairy Foods Association. Mark Eisenbarth, representing Muskegon County. Patrick Waterman, representing Ottawa County. Ben Steyek, representing the Michigan Soybean Association. Judy Allen, representing the Michigan Townships Association. Representative DeBoyer moved to excuse Representative Coffia from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Hoadley adjourned the meeting at 11:33 AM.
