BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES September 30, 2020 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, September 30, 2020, at 2:00 p.m., in the Senate Hearing Room of the Boji Tower. The agenda summary is as follows: 1. Reported SB 1052 (Sen. Bumstead) to the floor with recommendation that it pass. 2. Adopted Legislative Transfer Request 2020-7. The Chairman called the meeting to order at 2:05 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman entertained a motion by Sen. Bizon, supported by Sen. Victory, to adopt the committee meeting minutes from September 2, 2020. Without objection, the minutes were adopted. The Chairman invited Sen. Bumstead to summarize SB 1052 for the committee. Dr. John Severson of the Muskegon Area ISD and Chuck Wilbur of Michigan Promise Zones helped Sen. Bumstead introduce the legislation. The Chairman read the cards of those individuals not wishing to testify regarding SB 1052: Rachel Richards, Treasury Department – Support John Helmholdt, Grand Rapids Public Schools – Support Chris Glass, West Michigan Talent Triangle – Support Dirk Weeldreyer, School Equity Caucus – Support The Chairman entertained a motion from Sen. Bumstead, supported by Sen. LaSata, to report SB 1052 to the floor with recommendation that it be passed. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The bill was reported. The Chairman entertained a motion by Sen Schmidt, supported by Sen. Victory, to recommend immediate effect for SB 1052. Without objection, immediate effect was recommended. Next, the Chairman invited Chris Harkins, Director of the Senate Fiscal Agency, to summarize the Legislative Transfer Request 2020-7 for the committee. Page 1 of 2 The Chairman entertained a motion from Sen. Hertel, supported by Sen. Stamas, to adopt the 2020-7 Legislative Transfer Request. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The transfer request was adopted. The Chairman entertained a motion by Sen. Irwin, supported by Sen. MacDonald, to adjourn the committee.
