BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES October 7, 2020 A meeting of the Senate Committee on Oversight was scheduled for Wednesday, October 7, 2020, at 12:30 p.m., in Room 1100 of the Binsfeld Office Building. The agenda summary is as follows: 1. Update from the Michigan Department of Corrections regarding their response to the COVID-19 pandemic. 2. Reported HB 5015 (Rep. Berman) with recommendation. The Chair called the meeting to order at 12:37 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Lucido to adopt the meeting minutes from September 29, 2020. Without objection, the minutes were adopted. The Chair invited Michigan Department of Corrections Director Heidi Washington to update the committee regarding the MDOC's response to COVID-19 and staffing issues. Director Washington delivered a hand-out to the members that included updates on COVID-19 cases and testing, and vacancies, absences and mandated overtime. Member questions and discussion followed on all topics. The Chair invited Rep. Berman to summarize HB 5015, via Zoom, for the committee. Member questions followed. A card was submitted by David Guenthner of the Mackinac Center for Public Policy in support of HB 5015. The Chair entertained a motion by Sen. Lucido to report HB 5015 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee. Without objection, the committee was adjourned at 2:11 p.m. Date Adopted by Committee: October 20, 2020
