ARAGONA CHAIR COMMITTEE MEETING MINUTES Thursday, December 18, 2025 9:00 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Aragona. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer and Grant. Absent: Reps. Wendzel, Whitsett, Neeley and Dievendorf. Excused: Reps. Wendzel, Whitsett, Neeley and Dievendorf. Representative Fairbairn moved to adopt the meeting minutes from December 11, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4897, HB 4898 and HB 4907 before the committee: HB 4897 (Rep. Martin) A bill to amend 2016 PA 407, entitled "Skilled trades regulation act," by amending section 939 (MCL 339.5939) and by adding sections 926, 926a, and 926b. HB 4898 (Rep. Bollin) A bill to amend 2016 PA 407, entitled "Skilled trades regulation act," by amending section 941 (MCL 339.5941) and by adding sections 928, 928a, and 928b. HB 4907 (Rep. Prestin) A bill to amend 2016 PA 407, entitled "Skilled trades regulation act," by amending section 907 (MCL 339.5907), as amended by 2020 PA 89. Representative Fairbairn moved to adopt substitute (H-1) to HB 4897. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Rigas) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 1201 and 1203a (MCL 339.1201 and 339.1203a), section 1201 as amended by 2024 PA 160 and section 1203a as amended by 2018 PA 387, and by adding section 1207a. HB 5207 (Rep. Rigas) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 1109 and 1206 (MCL 339.1109 and 339.1206), section 1109 as amended by 1988 PA 463 and section 1206 as amended by 2024 PA 78. Representative Linting moved to report out HB 5206 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer and Grant. Nays: None. Pass: None. Representative Liberati offered the following amendment to HB 5207: 1. Amend page 4, following line 27, by inserting: "Enacting section 1. This amendatory act does not take effect unless House Bill No. 4576 of the 103rd Legislature is enacted into law.". Representative Aragona moved to adopt the amendment to HB 5207. The motion did not prevail 4-8-1: UNFAVORABLE ROLL CALL Yeas: Reps. Liberati, Tyrone Carter, Witwer and Grant. Nays: Reps. Aragona, Fairbairn, Wozniak, Tisdel, Hoadley, Neyer, Rigas and Thompson. Pass: Rep. Linting. Representative Thompson moved to report out HB 5207 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer and Grant. Nays: None. Pass: None. Representative Neyer moved to excuse Representatives Wendzel, Whitsett, Neeley and Dievendorf from the meeting. There being no objection the motion prevailed by unanimous consent.
