BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 **DRAFT** COMMITTEE MEETING MINUTES November 5, 2020 A meeting of the Senate Committee on Natural Resources was scheduled for Thursday, November 5, 2020, at 8:30 a.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 922 (S-1) (McBroom) with recommendation. 2. Reported SB 923 (S-1) (McBroom) with recommendation. 3. Reported SB 1120 (McBroom) with recommendation. 4. Adopted Commercial Fishing Legislation Workgroup Report. The Chair called the meeting to order at 8:42 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Bumstead to adopt the meeting minutes from September 30, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Outman to adopt the (S-1) version of SB 922. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Schmidt to adopt the (S-1) version of SB 923. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bumstead to report the (S-1) version of SB 922 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, and Schmidt. Nays: None Pass: Sen.(s) McCann. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Outman to report the (S-1) version of SB 923 to the floor with recommendation that it pass. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 922, (S-1), SB 923 and (S-1): Craig Brunet, Michigan Department of Natural Resources – Opposed The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 922, (S-1), SB 923, (S-1) and SB 1120: Karen Middendorp, MI Snowmobile and ORV Association – Support The Chair summarized the findings of the Commercial Fishing Legislation Workgroup report and invited committee members to ask questions. Discussion followed on the issues of: restructuring license fees, fines and penalties, the effect of the recommendations on the tribal authorities, GPS reporting of net locations, net tending and lift requirements. The Chair made a motion to Adopt the Commercial Fishing Legislation Workgroup report The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann. Nays: None The motion prevailed. There being no further business before the committee, the Chair moved to adjourn the committee.
