BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES November 5, 2020 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, November 5, 2020, at 8:30 a.m., in the Harry T. Gast Appropriations Room, 3rd Floor, Capitol Building. The agenda summary is as follows: 1. Presentation by Arx Community. 2. Testimony regarding SB 1059 (Sen. Lucido). 3. Testimony regarding SB 1118 (Sen. Lucido). 4. Testimony regarding SB 234 (Sen. Santana). 5. Reported HB 4700 (Rep. Whiteford) with recommendation. 6. Testimony regarding SB 1093 (Sen. Lucido). 7. Reported SB 798 (S-1) (Sen. MacDonald) with recommendation. The Chair called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, and Sen. VanderWall, a quorum was not present The Chair invited Bo Cheng and Andy McKeever from Arx Community to give a presentation to the committee. At 8:36 a.m., Sen.(s) Johnson and Irwin entered the meeting. At. 8:39 a.m., Sen.(s) Barrett and Irwin entered the meeting. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from October 27, 2020. Without objection, the minutes were adopted. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Chang was excused from the meeting. The Chair invited Justin Carpenter, of Sen. Lucido's office, to summarize SB 1059 and SB 1118. The cards were read of those individuals not wishing to testify before the committee regarding SB 1059 and SB 1118: Brady Schickinger, Michigan Coalition of Responsible Gun Owners - Support The Chair invited Sen. Santana to summarize SB 234. The Chair invited the following individuals to present testimony regarding SB 234: James Craig, Detroit Police Department Chief – Support Lawrence Garcia, Detroit Corporation Counsel – Support Lashinda Stair, !st Assistant Chief Detroit Police Department – Support Grand Ha, 2nd Assistant Chief Detroit Police Department – Support Kenneth Cole, GCSI, City of Detroit, Support The cards were read of those individuals not wishing to testify before the committee regarding SB 234: Mayor Rick Sollars, City of Taylor – Support John LaMacchia, Michigan Municipal League – Support Craig Miller, Detroit Police Officers Association - Support The Chair brought up HB 4700. The cards were read of those individuals not wishing to testify before the committee regarding HB 4700: Kimberly Buddin, ACLU of Michigan – Support Paul M. Tarr, Team Wellness, Support The Chair entertained a motion by Sen. VanderWall to report HB 4700 to the floor with recommendation that it pass. Barrett to adopt the (S-1) version of SB 798. Barrett to report SB 798 (S-1) to the floor with recommendation that it pass.
