BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 FAX: (517) 373-2964 COMMITTEE MEETING MINUTES November 10, 2020 A meeting of the Senate Committee on Families, Seniors, and Veterans was scheduled for Tuesday, November 10, 2020, at 8:30 a.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 1107 (S-1) (Sen. MacGregor) with recommendation as substituted and immediate effect. 2. Testimony regarding SB 1109 (Sen. Brinks) and SB 1110 (Sen. Barrett). The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Bizon, Sen.(s) Barrett, Runestad, Johnson and Bullock, a quorum was present. The Chair entertained a motion by Sen. Johnson to adopt the meeting minutes from September 22, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Barrett to excuse absent members from the meeting. Without objection, Sen.(s) Zorn and Alexander were excused from the meeting. The Chair invited Sen. MacGregor to summarize SB 1107 The Chair invited the following individuals to present testimony regarding SB 1107: Janet R. Snyder, Michigan Federation for Children and Families – Support Chris Yatooma, The New Foster Care Organization – Support Stacie Bladen, MDHHS Children's Agency – Opposition Ryan Speidel, Michigan Office of Children's Ombudsman – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1107: Cami Pendell, State Court Administrative Office – Support Emily Schwarzkopf, MDHHS – Opposition Michele Corey, Michigan's Children – Support Page 1 of 2 The Chair entertained a motion by Sen. Bullock to adopt the Bullock amendment #1 to SB 1107. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Runestad, Johnson, and Bullock. Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Barrett to adopt the Barrett amendment #2 to SB 1107. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Runestad, Johnson, and Bullock. Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Barrett to report SB 1107, as amended, as a clean substitute (S-1), to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Bizon, Sen.(s) Barrett, Runestad, and Johnson. Nays: Sen.(s) Bullock. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1107. Without objection, immediate effect was recommended. The Chair invited Sen.(s) Brinks and Barrett to summarize SB 1109 and SB 1110 The Chair invited the following individuals to present testimony regarding SB 1109 and SB 1110: Fred Schaible, Michigan Veteran Homes/DMVA – Support The Chair invited Co. Leo Burke, CAP and Lt. Col. James Matthews, CAP to do a presentation from the Michigan Wing-Civil Air Patrol on their efforts and response to the Covid-19 pandemic and Mid-Michigan flooding. At 9:58 a.m., the Chair recessed the committee. At 10:04 a.m., the Chair reconvened the committee. There being no further business before the committee, the Chair moved to adjourn the committee.
