BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7708 FAX: (517) 373-1450 **DRAFT** COMMITTEE MEETING MINUTES November 12, 2020 A meeting of the Senate Committee on Energy and Technology was scheduled for Thursday, November 12, 2020, at 2:30 p.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Reported SB 1133 (S-2) (Sen. McBroom) with recommendation and immediate effect. 2. Reported HB 5426 (Rep. Matt Hall) with recommendation and immediate effect. 3. Reported HB 5427 (Rep. Greg VanWoerkom) with recommendation and immediate effect. The Chair called the meeting to order at 2:31 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lauwers, Sen.(s) Horn, LaSata, Nesbitt, Barrett, Bumstead, Outman, McCann, Brinks and McMorrow, a quorum was present. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from September 29, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Horn to adopt the (S-2) version of SB 1133. The vote was as follows: Yeas: Chair Lauwers, Sen.(s) Horn, LaSata, Nesbitt, Barrett, Bumstead, Outman, McCann, Brinks, and McMorrow. Nays: None The motion prevailed and the (S-2) was adopted. The Chair invited the following individuals to present testimony regarding SB 1133 and the (S-2) substitute: James Clift, Deputy Director, EGLE – Opposed Todd Hoppe, Foster Swift Collins and Smith – Support Wayne Kohley, Michigan Propane and Gas Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1133 and (S-2): Dawn Crandall, Home Builders Association of Michigan – Support Page 1 of 2 The Chair entertained a motion by Sen. Horn to report the (S-2) version of SB 1133 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lauwers, Sen.(s) Horn, LaSata, Nesbitt, Barrett, Bumstead, and Outman. Nays: Sen.(s) McMorrow. Pass: Sen.(s) McCann and Brinks. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1133 (S-2). Without objection, immediate effect was recommended. The Chair invited Representative Hall to summarize House Bills 5426 and 5427. The Chair invited the following individuals to present testimony regarding HB 5426 and HB 5427: BreeAnn Anderson, Department of Technology Management and Budget – Support Laura Clark, Department of Technology Management and Budget – Support The Chair entertained a motion by Sen. Barrett to report HB 5426 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lauwers, Sen.(s) Horn, LaSata, Nesbitt, Barrett, Bumstead, Outman, McCann, Brinks, and McMorrow. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5426. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Horn to report HB 5427 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lauwers, Sen.(s) Horn, LaSata, Nesbitt, Barrett, Bumstead, Outman, McCann, Brinks, and McMorrow. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5427. Without objection, immediate effect was recommended.
