BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 ** DRAFT ** COMMITTEE MEETING MINUTES November 12, 2020 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, November 12, 2020, at 8:30 a.m., in the Senate Hearing Room of the Boji Tower. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2020-9. 2. Disapproval of Health and Human Services Work Projects. The Chairman called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Bumstead, to excuse absent members from the committee meeting. Without objection, Sen. Nesbitt was excused. The Chairman entertained a motion by Sen. Victory, supported by Sen. Bizon, to adopt the committee meeting minutes from September 30, 2020. Without objection, the minutes were adopted. The Chairman invited Chris Harkins, director of the senate fiscal agency, to summarize the Legislative Transfer Request 2020-9 for the committee. The Chairman made a motion to remove the Department of Health and Human Services sections on pages 9- 10 of the Senate Fiscal Analysis of the Legislative Transfer Request, supported by Sen. MacGregor. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, and Victory Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The transfer request was amended. The Chairman made a motion, supported by Sen. MacGregor, to adopt the 2020-9 Legislative Transfer Request. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The transfer request was adopted. Next, the Chairman invited Chris Harkins, director of the senate fiscal agency, to summarize the work projects document from the State Budget Office for the committee. Page 1 of 2 The Chairman made a motion, supported by Sen. MacGregor, to disapprove the Michigan Department of Health and Human Services – Property Management Projects, with the estimated work project amount of $2,460,700. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt and Victory Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The work project was disapproved. The Chairman made a motion, supported by Sen. MacGregor, to disapprove the Michigan Department of Health and Human Services – Property Management Project, with the estimated work project amount of $4,600,000. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt and Victory Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The work project was disapproved. The Chairman made a motion, supported by Sen. MacGregor, to disapprove the Michigan Department of Health and Human Services – MI CSES Refactoring Initiative, with the estimated work project amount of $6,000,000. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt and Victory Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The work project was disapproved. The Chairman made a motion, supported by Sen. MacGregor, to disapprove the Michigan Department of Health and Human Services – Food Assistance Reinvestment, with the estimated work project amount of $5,192,100. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt and Victory Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The work project was disapproved. The Chairman entertained a motion by Sen. LaSata, supported by Sen. Outman, to adjourn the committee.
