BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES December 1, 2020 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, December 1, 2020, at 10:30 a.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Reported HB 4035 (Rep. Jim Ellison) with recommendation and immediate effect. 2. Reported HB 5024 (Rep. Tim Sneller) with recommendation and immediate effect. 3. Reported HB 5025 (Rep. Gary Howell) with recommendation and immediate effect. The Chair called the meeting to order at 10:37 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley and Moss, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from October 1, 2020. Without objection, the minutes were adopted. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4035. Without objection, immediate effect was recommended. The Chair invited State Representative Tim Sneller and Mike Goschka of the Office of State Representative Gary Howell to summarize HB 5024 and HB 5025: The Chair invited the following individuals to present testimony regarding HB 5024 and HB 5025: Judy Allen, Michigan Townships Association – Support The Chair entertained a motion by Sen. Daley to report HB 5024 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Daley and Moss. Nays: None Pass: Sen.(s) Johnson. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5024. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Daley to report HB 5025 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Daley and Moss. Nays: None Pass: Sen.(s) Johnson. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5025. Without objection, immediate effect was recommended. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Alexander was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
