BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 **DRAFT** COMMITTEE MEETING MINUTES December 2, 2020 A meeting of the Senate Committee on Finance was scheduled for Wednesday, December 02, 2020, at 12:30 p.m.in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported SB 1234 (S-2) (Sen. Runestad) with recommendation and immediate effect. 2. Reported HB 5824 (Rep. Ellison) with recommendation and immediate effect. 3. Reported HB 5825 (S-1) (Rep. Markkanen) with recommendation and immediate effect. Vice Chair Nesbitt called the meeting to order at 12:32 p.m. He instructed the Clerk to call the roll. At that time, the following members were present Vice Chair Nesbitt, Sen.(s) Daley, Bumstead, VanderWall and Chang, a quorum was present. Vice Chair Nesbitt entertained a motion by Sen. VanderWall to adopt the meeting minutes from November 5, 2020. Without objection, the minutes were adopted. Vice Chair Nesbitt moved to excuse absent members. Without objection, Chair Runestad and Sen. Alexander were excused from the meeting. Vice Chair Nesbitt brought up SB 1234. Senator Chang offered an (S-2) version of SB 1234 and summarized the substitute. Vice Chair Nesbitt entertained a motion by Sen. VanderWall to adopt the (S-2) version of SB 1234. The vote was as follows: Yeas: Vice Chair Nesbitt, Sen.(s) Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the (S-2) adopted. Vice Chair Nesbitt invited the following individuals to present testimony regarding SB 1234 (S-2): Mayor Duggan, City of Detroit – Support Michele Oberholtzer, United Community Housing Coalition – Support Chris Hackbarth, Michigan Municipal League – Support Aaron Keel, Michigan Department of Treasury – Neutral Heather Frick, Michigan Department of Treasury – Neutral Jared Fleischer, Quicken Loans – Support Theo Broughton, Citizen – Support Judy Allen, Michigan Townships Association – No Position The cards were read of those individuals not wishing to testify before the committee regarding SB 1234 (S-2): Denna Bosworth, Michigan Association of Counties - Neutral Vice Chair Nesbitt entertained a motion by Sen. Chang to report SB 1234 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Vice Chair Nesbitt, Sen.(s) Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the bill was reported. Vice Chair Nesbitt moved to recommend immediate effect for SB 1234 (S-2). Without objection, immediate effect was recommended Vice Chair Nesbitt brought up HB's 5824 – 5825, and offered an (S-1) version of HB 5825. Vice Chair Nesbitt invited the following individuals to present testimony regarding HB's 5824 – 5825: Chris Hackbarth, Michigan Municipal League – Support Aaron Keel, Michigan Department of Treasury – Support The cards were read of those individuals not wishing to present testimony regarding HB's 5824-5825: Mike Johnston, Michigan Manufacturers Association – Support Vice Chair Nesbitt entertained a motion by Sen. Daley to report HB 5824 to the floor with recommendation that it pass. The vote was as follows: Yeas: Vice Chair Nesbitt, Sen.(s) Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the bill was reported. Vice Chair Nesbitt moved to recommend immediate effect for HB 5824. Without objection, immediate effect was recommended Vice Chair Nesbitt entertained a motion by Sen. Daley to adopt the (S-1) version of HB 5825. The vote was as follows: Yeas: Vice Chair Nesbitt, Sen.(s) Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the (S-1) adopted. Without objection, immediate effect was recommended There being no further business before the committee, Vice Chair Nesbitt moved to adjourn the meeting.
