BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 **DRAFT** COMMITTEE MEETING MINUTES December 8, 2020 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, December 8, 2020, at 10:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 5126 (Rep. Johnson), HB 5504 (Rep. Lower) 2. Reported HB 5504 (S-3) (Rep. Lower) with recommendation. 3. Reported HB 5126 (Rep. Johnson) with recommendation. The Chair called the meeting to order at 10:38 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley and Moss, a quorum was present. The Chair entertained a motion by Sen. Johnson to adopt the meeting minutes from December 1, 2020. Without objection, the minutes were adopted. The Chairman offered (S-3) to HB 5504 and invited State Representative Lower to summarize the substitute. The Chair invited the following individuals to present testimony regarding HB 5126 and HB 5504 (S-3) Stacy Hissong, Michigan Association of County Drain Commissioners – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5504: Nathan Kark, MDARD – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5126: Nathan Kark, MDARD – Support Lisa McGraw, Michigan Press Association – Opposition The Chair entertained a motion by Sen. Daley to adopt the (S-3) version of HB 5504. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, and Moss. Nays: None The motion prevailed and the (S-3) was adopted. Page 1 of 2 The Chair entertained a motion by Sen. Daley to report the (S-3) version of HB 5504 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Daley to report HB 5126 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Daley and Moss. Nays: None Pass: Sen.(s) Johnson. The motion prevailed and the bill was reported. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Alexander was excused from the meeting.
