- HOUSE OF REPRESENTATIVES COMMITTEE ON APPROPRIATIONS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Wednesday, January 21, 2026 9:00 AM Room 352, State Capitol Building The House Committee on Appropriations was called to order by Chair Bollin. The Chair requested attendance to be called: Present: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, Beson, Borton, Roth, Cavitt, DeSana, Kuhn, Steele, Robinson, O'Neal, Rogers, Steckloff, Glanville, Edwards, Farhat, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Absent: Rep. VanWoerkom. Excused: Rep. VanWoerkom. At 9:04 AM, the Chair laid the committee at ease. At 9:20 AM, the Chair called the committee back to order. The Chair laid an Overview of the Rural Health Transformation Program before the committee. Senior Deputy Director Beth Nagel, representing the Michigan Department of Health and Human Services, provided a presentation on the Rural Health Transformation Program. Questions and discussions followed. Kent Dell, representing the Michigan House Fiscal Agency, testified on the Rural Health Transformation Program. Ben Frederick, representing Memorial Healthcare, Lauren LaPine-Ray, representing the Michigan Health and Hospitals Association, Alan Bolter, representing the Community Mental Health Association of Michigan, and Phillip Bergquist, representing the Michigan Primary Care Association, all testified on the Rural Health Transformation Program. Questions and discussions followed. Representative Beson moved to adopt the meeting minutes from December 10, 2025. There being no objection, the motion prevailed with unanimous consent. Representative Longjohn moved to excuse Representative VanWoerkom from the meeting. There being no objection, the motion prevailed by unanimous consent.
