BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES January 28, 2021 A meeting of the Senate Committee on Local Government was scheduled for Thursday, January 28, 2021 at 2:00 p.m., in room 403 of the Capitol Building. The agenda summary is as follows: 1. Adoption of the 2021-2022 Committee Rules. 2. Reported SB 16 (Sen. Zorn) with recommendation and immediate effect. 3. Reported SB 17 (Sen. Zorn) with recommendation and immediate effect. 4. Presentation by the Lincoln Institute of Land Policy on Municipal Fiscal Health. The Chair called the meeting to order at 2:05 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss, a quorum was present. The Chair entertained a motion by Sen. Johnson to adopt the 2021-2022 Committee Rules. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the 2021-2022 Committee Rules were adopted. The Chair brought up SB 16, and invited Shane Preston of his office to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 16: Wendy Patton, Rental Property Owners Association – Support The cards were read of those individuals not wishing to testify before the committee regarding SB 16: Judy Allen, Michigan Townships Association – Neutral Clay Powell, Rental Property Owners Association of Michigan - Support The Chair entertained a motion by Sen. Johnson to report SB 16 with the recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Nays: None The motion prevailed and the bill passed. The Chair moved to recommend immediate effect for SB 16. Without objection, immediate effect was recommended. The Chair brought up SB 17, and invited Shane Preston of his office to summarized the bill. The Chair invited the following individuals to present testimony regarding SB 17: Jennifer Rigterink, Michigan Municipal League - Oppose The cards were read of those individuals not wishing to testify before the committee regarding SB 17: Judy Allen, Michigan Townships Association – Support Meghann Keit-Corrion, Michigan Association of Counties - Support The Chair entertained a motion by Sen. Daley to report SB 17 with the recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley and Alexander Nays: Sen. Moss The motion prevailed and the bill passed. The Chair moved to recommend immediate effect for SB 17. Without objection, immediate effect was recommended. The Chair invited the Lincoln Institute of Land Policy to make a presentation to the committee on Municipal Fiscal Health. The Chair invited the following individuals to present testimony Municipal Fiscal Health: Samantha Harkins, CEO/Founder, Hundred Place Consulting Jenna DeAngelo, Associate Director, Local and Regional Fiscal Health, Lincoln Institute of Land Policy Adam Langley, Associate Director, U.S. and Canadian Programs, Lincoln Institute of Land Policy There being no further business before the committee, the Chair moved to adjourn the committee.
