- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION AND WORKFORCE REP. NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, January 21, 2026 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Koleszar, Weiss and Byrnes. Absent: Reps. Paquette and Wilson. Excused: Reps. Paquette and Wilson. Representative Linting moved to adopt the meeting minutes from December 17, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid a presentation on Literacy before the committee. Alicia Urbain, Vice President of Government and Legal Affairs for the Michigan Association of Public-School Academies, gave a presentation of the topic of literacy. Questions and discussion followed. The Chair laid HB 5364 before the committee: HB 5364 (Rep. Johnsen) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1278 (MCL 380.1278), as amended by 2016 PA 170. Representative Johnsen testified in support of HB 5364. William Wagner, the Founder and President Emeritus of Salt & Light Global and a former Federal Judge, testified in support of HB 5364. David Kallman, representing the Kallman Legal Group, testified in support of HB 5364. Questions and discussions followed. Eileen McNeil, representing Citizens for Traditional Values, testified in support of HB 5364. Questions and discussions followed.
