BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES February 16, 2021 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, February 16, 2021, at 2:00 p.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding Office of the Auditor General, Performance Audit Report Special Alternative Incarceration Program for Men, Michigan Department of Corrections, September 2020, #471-0202- 19. 2. Testimony regarding Office of the Auditor General, Performance Audit Report Women's Huron Valley Correctional Facility - Medical, Dental, and Optical Services, Michigan Department of Corrections, June 2020, #471-0301-19. The Chair called the meeting to order at 2:03 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon, and Irwin, a quorum was present. Chair McBroom invited the committee to recite the Pledge of Allegiance. Chair McBroom entertained a motion by Sen. Theis to adopt the meeting minutes from February 9, 2021. Without objection, the minutes were adopted. Chair McBroom summarized the days agenda and gave opening comments. Chair McBroom welcomed Mary Jo Koschay, Office of the Auditor General Audit Division Administrator to the committee and invited her to present testimony regarding the audit objectives, conclusions, findings, and observations within the Performance Audit Report Special Alternative Incarceration Program for Men, Michigan Department of Corrections. Mr. Kelly D. Miller, Office of the Auditor General Audit Manager, continued testimony regarding audit findings. Member questions and discussion followed. Chair McBroom welcomed Kyle Kaminski, Legislative Liaison, Michigan Department of Corrections (MDOC) to present testimony regarding the material and reportable conditions outlined in the audit report. Member questions and discussion followed. The Chair brought up the second audit on the days agenda, the Performance Audit Report Women's Huron Valley Correctional Facility - Medical, Dental, and Optical Services, Michigan Department of Corrections. The Chair welcomed Mary Jo Koschay, Office of the Auditor General Audit Division Administrator to the committee and invited her to provide testimony regarding the audit objectives, conclusions, findings, and observations within the Performance Audit Report Women's Huron Valley Correctional Facility - Medical, Dental, and Optical Services, Michigan Department of Corrections. Michael Ventura, Office of the Auditor General Audit Manager continued testimony regarding audit findings. Member questions and discussion followed. At 2:57 p.m., Sen. Bizon entered the meeting. At 2:57 p.m., Sen. Theis left the meeting for another committee. Chair McBroom welcomed Kyle Kaminski, Legislative Liaison, Michigan Department of Corrections (MDOC) to present testimony regarding the material and reportable conditions within the audit report and answer other medical and treatment topic questions. Additional MDOC staff available for questions included Marti Kay Sherry, MDOC Healthcare Administrator an Dr. Carmen McIntyre, MDOC Chief Medical Officer. Member questions and discussion followed. The Committee requested additional information be provided. The Chair returned to the Performance Audit Report Special Alternative Incarceration Program for Men, Michigan Department of Corrections for additional questions to the Office of the Auditor General. The Chair requested additional information be provided by the MDOC. The Chair invited Natalie Holbrook, Director of the American Friends Service Committee, Criminal Justice Program in Michigan to present testimony regarding the Performance Audit Report Women's Huron Valley Correctional Facility - Medical, Dental, and Optical Services, Michigan Department of Corrections and other related health and prison condition topics within the Women's Huron Valley Correctional Facility. There being no further business before the committee, Chair McBroom entertained a motion by Sen. Theis to adjourn the committee at 4:05 p.m. Without objection, the committee was adjourned.
