MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, January 22, 2026 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Brixie, Tate and Coffia. Absent: Rep. Grant. Excused: Rep. Grant. Representative Harris moved to adopt the meeting minutes from December 18, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5288 before the committee: HB 5288 (Rep. Posthumus) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," by amending section 4 (MCL 125.2004), as amended by 2020 PA 358, and by adding section 7c. Garrett Medina, representing the Office of Representative Posthumus, Jared Rodriguez, representing the Free Human Project, and Keith denHollander, representing the Christian Coalition, testified in support of HB 5288. Questions and discussions followed. John Mozena, representing the Center for Economic Accountability, testified in support of HB 5288. Representative Brixie moved to adopt substitute (H-2) to HB 5288. The motion did not prevail 3-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Brixie, Tate and Coffia. Nays: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Pass: None. Representative DeBoyer moved to report out HB 5288 with recommendation. The motion prevailed 9-0-1: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Brixie and Tate. Nays: None. Pass: Rep. Coffia. The Chair laid HB 5168 and HB 5169 before the committee: HB 5168 (Rep. Snyder) A bill to amend 1937 PA 94, entitled "Use tax act," (MCL 205.91 to 205.111) by adding section 4mm. HB 5169 (Rep. Meerman) A bill to amend 1933 PA 167, entitled "General sales tax act," (MCL 205.51 to 205.78) by adding section 4mm. The following people submitted a card in support of HB 5168 and HB 5169, but did not wish to speak: Kate Skaggs, representing Fairlife. Derek Bajema, representing the Michigan Beverage Association. Representative Bohnak moved to adopt substitute (H-2) to HB 5168. The motion prevailed 8-0-2: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine and Tate. Nays: None. Pass: Reps. Brixie and Coffia. Representative Brixie offered the following amendments to HB 5168: 1. Amend page 1, line 1, after "to" by striking out "subsection (2)," and inserting "subsections (2) and (3),". 2. Amend page 2, following line 6, by inserting: "(3) Not more than $3,000,000.00 in total exemptions may be claimed under subsection (1) with respect to a single project. Once this threshold is reached, the storage, use, or consumption of tangible personal property described in subsection (1) is subject to the tax under this act." and renumbering the remaining subsection. Representative Brixie moved to adopt the amendments to HB 5168. The motion did not prevail 3-6-1: UNFAVORABLE ROLL CALL Yeas: Reps. Brixie, Tate and Coffia. Nays: Reps. Hoadley, Bohnak, Harris, BeGole, DeBoyer and St. Germaine. Pass: Rep. Outman. Representative Bohnak moved to report out HB 5168 with recommendation, as substitute (H-2).
