BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES March 17, 2021 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, March 17, 2021, at 8:30 a.m., in Room 403 of the Capitol Building. The agenda summary is as follow: 1. Reported HB 4126 (Rep. Howell) with recommendation and immediate effect. 2. Reported SR 20 (S-1) (Sen. McBroom) with recommendation. The Chair called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Bumstead to adopt the meeting minutes from March 16, 2021. Without objection, the minutes were adopted. The Chair invited Rep. Howell to summarize HB 4126. Member questions followed. The Chair invited the following individuals to present testimony via Zoom regarding HB 4126: Craig Brunet, Michigan Department of Natural Resources – Support. Ian FitzGerald, Michigan United Conservation Clubs – Support. The Chair entertained a motion by Sen. Bumstead to report HB 4126 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4126. Without objection, immediate effect was recommended. The Chair brought up the (S-1) version of SR 20 and summarized the resolution. Member questions followed. The Chair invited the following individual to present testimony via Zoom regarding SR 20 (S-1): Mark Jones, Self – Oppose. Member questions followed. Schmidt to adopt the (S-1) version of SR 20. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Outman to report SR 20 (S-1) to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, and Schmidt Nays: Sen. McCann The motion prevailed and the resolution was reported. There being no further business before the committee, the Chair entertained a motion by Sen. McCann to adjourn the committee.
