BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES March 17, 2021 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, March 17, 2021, at 2:00 p.m., in the Senate Hearing Room of the Boji Tower. The agenda summary is as follows: 1. Reported SB 26 (Sen. Stamas) with recommendation and immediate effect. 2. Reported SB 27 (Sen. Stamas) with recommendation and immediate effect. 3. Reported SB 28 (Sen. Stamas) with recommendation and immediate effect. 4. Reported SB 215 (Sen. Schmidt) with recommendation and immediate effect. 5. Testimony only regarding SB 99 (Sen. Bayer). 6. Testimony only regarding HB 4247 (Rep. Koleszar). The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Bumstead, to excuse absent members from the committee meeting. Without objection, Sen. Hertel was excused from the meeting. The Chairman entertained a motion by Sen. Bumstead, supported by Sen. Bizon, to adopt the committee meeting minutes from February 24. Without objection, the minutes were adopted. The Chairman invited Rep. Koleszar to summarize HB 4247 for the committee. The Chairman read the cards of those individuals not wishing to present testimony before the committee regarding HB 4247. Michael Sauger, Michigan Fraternal Order of Police – Support Ken Grabowski, Police Officers of Michigan – Support Aaron Keel, Deptment of Treasury – Support Next, the Chairman invited Sen. Bayer to summarize SB 99 for the committee. The Chairman read the cards of those individuals not wishing to present testimony before the committee regarding SB 99. The Chairman entertained a motion by Sen. Victory, supported by Sen. McDonald, to report SB 26 to the floor with recommendation that it pass. The Chairman entertained a motion by Sen. LaSata, supported by Sen. Nesbitt, to recommend immediate effect for SB 26. Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Daley, supported by Sen. Bizon, to report SB 27 to the floor with recommendation that it pass.
