BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES March 18, 2021 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, March 18, 2021, at 12:00 noon, in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Reported SR 16 (Sen. McBroom) with recommendation. 2. Reported HB 4040 (Rep. Frederick) with recommendation. 3. Reported SB 250 (S-1) (Sen. Bumstead) with recommendation and immediate effect. The Chair called the meeting to order at 12:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. Lauwers to adopt the meeting minutes from February 18, 2021. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Moss to excuse absent members from the meeting. Without objection, Sen. McMorrow was excused from the meeting. The Chair invited Senator McBroom to summarize SR 16. The Chair read the cards of those individuals not wishing to testify before the committee regarding SR 16: William Miller, Operating Engineers Local 324 – Support David Anderson, Aquila Resources – Support Matt Johnson, Eagle Mine – Support Caroline Leithen, Michigan Manufacturers Association – Support Doug Needham, Michigan Aggregate Association – Support Ania Edinger, Cleveland Cliffs Inc – Support The Chair entertained a motion by Sen. Schmidt to report SR 16 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Geiss, and Moss. Nays: None The motion prevailed and the resolution was reported. Page 1 of 2 The Chair invited the following individuals to present testimony regarding HB 4040: Jonathan Byrd, MI Laborers Union – Support Lee Graham, Operating Engineers 324 – Support Howard Hipes, Bricklayers and Allied Craftworkers Training Center – Support The Chair entertained a motion by Sen. VanderWall to report HB 4040 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair invited Sen. Bumstead to summarize SB 250 and (S-1) substitute. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 250. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 250 (S-1): Dan Roma, National Coney Island, Inc – Support John McNamara, Michigan Restaurant and Lodging Association – Support Amanda Fisher, NFIB – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 250 (S-1): Mason Doerr and Scott Ellis, MLBA – Neutral Dan Papineau, MI Chamber of Commerce – Support The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of SB 250 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, and MacDonald. Nays: Sen.(s) Geiss and Moss. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 250. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
